School Equity – Renovation and New Construction

Recently senators added language to the U.S. Education Department spending bill that includes a study of outdated school facilities. A 2017 report found that more than 50% of schools were in good condition while 24% were rated as fair or poor condition. It was also noted that the nation is spending about $38 billion less every year than it should. Even though school facilities are the second largest infrastructure category after transportation over 80% of facilities projects are funded locally. Relying primarily on local funding is a prelude, if not already the case, for inequitable funding for our disadvantaged cities and states. Along with this language, there is discussion to have separate legislation providing $200 billion for school facilities. Currently, no funding has been made available. The study is due 18 months after the bill is passed which will be approximately March 2020.
